According to the Conflict Monitoring Center’s annual report on drone attacks American Spy Agency CIA has failed to eliminate more than four Al-Qaeda leaders in its highly costly and controversial ‘assassination by drones’ campaign inside Pakistan during the year 2011. It had carried out 75 drone attacks inside Pakistani territory during the year 2011 killing 609 people, among them only three were Arab commanders of Al-Qaeda; one was UK’s most wanted and just four were senior commanders of different factions of Pakistani militants. During the year 2011 collaboration and cooperation between CIA and ISI turned into confrontation. After arrest of CIA agent Raymond Davis and Abbottabad Operation, ISI busted many modules of local and international CIA agents active in the country. As a result American agency was deprived off human intelligence in many areas of North and South Waziristan. This led to ineffectiveness of the drone attacks against militant leadership. During the confrontation, the CIA also conducted revenge attacks in Pakistan. Due to differences between American State Department and the CIA, at the occasion of almost every high level meeting between Pakistani and American authorities, the CIA carried out a drone attack. American premier agency effectively undermined public diplomacy of its own government.

Conflict Monitoring Center’s tally of the drone attacks shows that overall number of drone attacks since 2004 has crossed the figure of 300 and So far 2661 people have been killed in 303 drone attacks. The Conflict Monitoring Center (CMC), an independent research center which regularly monitors drone attacks in Pakistan has prepared an annual report (2011) on drone attacks inside Pakistani territory. Significant Decline in Suicide Attacks in Pakistan

CMC’s Annual Report 2011

The Conflict Monitoring Center is an Islamabad based Independent Research Center which monitors anti-state and anti-government violence and counter insurgency initiatives by security forces. For preparation of this report the CMC collected data from Inter Services Public Relations, Ministry of Interior, Health Departments of Provinces, National, International and Local media and CMC’s own representatives. CMC’s annual study report demonstrates that security situation in the country has improved and a significant reduction in suicide attacks is observed. A further sharp decline in suicide attacks was observed since October after the All Parties Conference convened by Prime Minister which devised policy of dialogue with militants and adopted the slogan ‘Give Peace a chance’.

The report contains detailed data of 2011 as well as a comparative analysis of suicide attacks since 2002. It contains tables of yearly and province-wise break-ups of past nine years. Read More »

Drone Attacks and Dubious Role of Pakistani Government

Summary

Government of Pakistan is not playing its role in recording casualties in drone attacks while Pakistani security officials release false information to the media regarding victims of CIA’s drone attack in Pakistan. The Conflict Monitoring Center’s monthly report on drone attacks highlights contradictions in government’s public stance on drone attacks and its seriousness to record names and other identities of the victims of drone attacks. According to CMC’s findings there is a need to launch official investigation to find out why ‘anonymous’ security officials release details of every single drone attacks and why these officials overlook civilian casualties. The report says that at one occasion Pakistan’s Army Chief was condemning civilian casualties in drone attacks while same casualties were declared ‘suspected militants’ by Pakistani security officials. The Conflict Monitoring Center keeps record of every single drone attack and issues monthly and annual reports on drone attacks. According to the data collected from mainstream national and international newspapers as well as from local newspapers of Peshawar, American Central Intelligence Agency has killed a maximum of 37 and minimum of 26 human beings inside Pakistan during the month of November 2011 with missiles fired from unmanned drone aircrafts. The CIA has carried out 4 drone attacks during the month which is half to the number of drone attacks in October 2011.
